February, 2018 is the one-year anniversary of adopting the Inclusionary Housing regulation for the City of Portland.  We are checking in for a program update and how we can continue to provide more affordable housing for Portland. Join us for a panel discussion between:

Moderator: Alisa Pyszka, Leland Consulting Group

  • Alisa has extensive experience working for both public agencies and private developers to build urban corridors, downtown revitalization projects and employment districts.
  • She delivers tools and resources from her 16 years of urban planning, real estate and economic development experience
  • She earned her Master of Urban and Regional Planning from University of Kansas and Bachelor of Arts, History from Miami University
  • Alisa holds the U.S. Green Building council, LEED AP certification
  • Alisa served as VP of Recruitment for Greater Portland, Inc, a regional nonprofit economic development organization that provides support and services to companies seeking to relocate or expand in the greater Portland area

Alisa’s prior experience also includes serving as Economic Development Division Manager for the City of Vancouver (WA), further deepening her understanding of the opportunities and challenges facing municipalities interested in economic and community development. She serves on Metro’s Transit-Oriented Development (TOD) Steering Committee and Equitable Housing Committee and serves on the Board of Directors for the Confluence Project.

Panelist: Tim O’Brien, Urban Asset Advisors

  • Tim has valuable market experience, knowledge and creativity in commercial real estate, multifamily housing, and low-income housing
  • Tim graduated from Southern Oregon University with a Bachelor of Science (BA) in Business, Marketing & International Studies.
  • He sold his shares in his brokerage company, HFO Investment Real Estate, to his partners and launched Urban Asset Advisors (UAA) in 2013
  • UAA has developed, acquired or has in their current pipeline over 700 units of housing valued at over $225 million in project value and are one of the most active developers of apartments in the city.

Tim sits on the executive board for the state chapter of LOCUS/Smart Growth America. He has also been involved in the Commercial Association of Realtors, Metro Multifamily Housing Association, along with CCIM and other CRE associations. He continues to be involved in the global Entrepreneur Association and has served on their board of directors. Tim is also intimately involved with and supportive of the Dougy Center for Grieving children and served on their board of directors for nine years.

Panelist: Mike Kingsella, Holland Partners

  • Mike serves as Holland Partner Group’s Government Affairs Manager, where he directs the firm’s engagement in federal, state, and local policy.
  • His role includes advocacy on matters related to residential and mixed-use community development in the urban infill and transit-oriented sectors, including housing policy, transportation infrastructure, and land-use regulation.
  • He leads Holland’s policy research and analysis team and is a frequent contributor to urban development policy discussions.
  • Holland Partner Group, founded in 2001, is a vertically-integrated commercial real estate investment, development, construction and property management organization
  • HPG has recently completed, is developing, and is in pre-development on nearly 16,000 units across four Western U.S. states, totaling $5.9 billion of development value.

Mike is a published author and speaker on urban development and housing policy, and has over 12 years of experience in CRE investment, capital markets and asset management. He has a Bachelor of Science in Community Development and Real Estate Development, cum laude, from the Toulan School of Urban Studies and Planning at Portland State University in Portland, OR. He is a Full Member of the Urban Land Institute (ULI), sits on the Transit Oriented Development Product Council, and is an active member of LOCUS, NAIOP, and the National Multifamily Housing Council.

Panelist: Tyler Bump, City of Portland

Tyler is a planner and economic development professional with over 10 years of experience in large and small communities and in the public and private sectors. Tyler was project manager for the Inclusionary Housing Zoning Code Project and continues to track the market response to these new regulations. Tyler has recently worked on the Residential Infill Project, the Mixed Use Zones Project and Central City 2035. Prior to joining the Bureau of Planning and Sustainability Tyler worked at Strategic Economics in Berkeley, CA and Progressive Urban Management Associates in Denver, CO.
